No person shall communicate, or cause another to communicate, any statement, depiction, or private identifying information concerning another person with reckless disregard for an objectively foreseeable and imminent risk that such communication would directly facilitate harassment, threats, stalking, property damage, or violence; provided, however, that this provision shall not apply to speech on matters of public concern, artistic or satirical expression, or good-faith warnings shared within trusted community networks; upon verified violation, the responsible party shall participate in a restorative dialogue and may be required to complete digital literacy training, and repeat offenses may incur a community-reviewed civil fine not exceeding twenty-five dollars ($25), with all proceedings subject to transparent, appealable review and this statute subject to sunset reauthorization by the digital citizen assembly every three years.
